Cap and trade is something first proposed to deal with climate change. Now, some states are considering it as a way to fund roads. Also, a potential fuel tax increase in Massachusetts.

Congress is likely to extend funding for the federal government, but in the process, they’re also likely to fix an upcoming problem with highway funding.
